On 14 July 2021, the European Commission published a proposal for a regulation establishing a carbon border adjustment mechanism (“CBAM”). While important amendments may be made by the European Parliament and the Council in the future, this note explains the key elements of the proposed mechanism, as it stands, and its implications for Japan.
